The blast wave damaged and destroyed dozens of houses, cars and broke glass in many neighbourhoods of the capital. According to local authorities, the explosion was caused by the detonation of 2.7 thousand tonnes of ammonium nitrate seized by customs in 2015 and stored in the warehouse due to a security breach. Mourning was declared in the country. A state of emergency has been imposed for a fortnight in the city, which has been recognised as a disaster area. What are the rules for the safe transport of dangerous goods? All developed countries have set rules for the transport of dangerous goods for all modes of transportation in order to protect the people and the environment. Dangerous goods are substances that can endanger health and life, the environment and material assets in the event of an accident during transport. The transport of dangerous goods is regulated by the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR). Dangerous goods can be transported by carriers that meet a number of specific requirements: - availability of a permit package; - vehicle equipped according to the hazard level of the cargo; - trained drivers; - correct marking of the cargo. The transport of dangerous goods must be organised around the requirements of the European Agreement concerning the International Carriage of Dangerous Goods by Road of 30.09.1957 (ADR). The following documents are required for such dangerous transports: - a special permit for the transport of dangerous goods by road (for high risk goods); - certificate of approval of the vehicle for the transport of dangerous goods; - certificate of driver training for the transport of dangerous goods; - instructions for the driver, responsible persons and accompanying person on the transport rules; - consignment note with cargo marking; - cargo safety data sheet; - transport contract.
