The mobility package exempts drivers from the delegation rules who fulfill: - bilateral transportation, - transit traffic, - combined transport (if carried out within the framework of bilateral transport), - cross trade type transportation (exemption includes 1 additional loading or unloading operation or 2 additional loading or unloading operations on the way back, provided that it is carried out during bilateral transportation. Licenses and tachographs for carriers with a fleet of 2.5 to 3.5 tons in international transport. The most important change for carriers operating a fleet of less than 3.5 tonnes is the introduction of a permit to operate a carrier, which has not been required until now. After the Mobility Package goes into effect, entrepreneurs carrying out transportation by road with a total weight of 2.5-3.5 tons will be imposed new obligations: - obtaining permission to carry out the activities of the carrier, - obtaining a union license, - confirmation of financial solvency at a certain level. Attention! The European Commission has set the level of the required financial security at 1.8 thousand euros for the first car in the fleet and 900 euros for each one after that. Effective June 2022. 12. Replacement of tachographs. The replacement calendar for these devices is as follows: - mandatory replacement of analog and digital tachographs with smart tachographs of the II generation - December 2024 - the obligation to store and provide control data from the tachograph from the current day, as well as the previous 56 days - December 2024 - mandatory replacement of 1st generation smart tachographs with 2nd generation smart tachographs - September 2025 - mandatory use of tachographs and registration of working hours and resting times of drivers of cars up to 3.5 tons in international transport - July 2026 The new smart tachographs automatically keep the vehicle position at the following points (or at a point located close to the places where the satellite signal is available). In addition, to facilitate the determination of compliance by the control authorities, the tachograph records information about what the vehicle was used for - transporting things or people. That is why cars registered for the first time after the expiration of 36 months from the entry into force of the detailed provisions contained in the Mobility Package will be equipped with tachographs connected to a satellite navigation system. Automatic border crossing recording will concern vehicles registered for the first time in one of the EU member states within two years from the entry of the detailed provisions. What remains unchanged is that drivers, as they have done so far, will register the country of start and end of daily working hours by entering the corresponding symbol on the tachograph. Each border crossing will be recorded by the driver manually confirming the arrival in a country he entered. This should be done immediately after crossing the border, at the first possible parking lot. In the case of intelligent tachographs, the country will be registered automatically.
